4. Sudan and South Sudan
Sudan and South Sudan are two different territories. Sudan is ranked 165th with 12 score. And South Sudan is ranked 163th with 15 score.
But the two territories come from the same history. South Sudan was a part of Sudan until they declared independence in 2011. Apparently, liberating self from one country does not mean leaving the problems behind.
Both Sudan and South Sudan embodies corruption in every sector of economy and every level of the government. However, their economy is rapidly growing. And they own high-demand natural resources.
Unfortunately, corruption sees this as an opportunity to grow. It is supported by the fact that the two countries have no mechanism in promoting transparency. WikiLeaks shows that almost $9 billion of Sudanese oil revenue was misused.
