Percy Miller was born in New Orleans and grew up in the Calliope Projects as the oldest of five children. He attended Booker T. Washington High School and Warren Easton High School, where he played basketball, and earned an athletic scholarship to the University of Houston.
He left Houston within months and moved to Merritt College in Oakland, California, where he studied business. After receiving a $10,000 inheritance, he opened a record store in Richmond, California, which became the base of No Limit Records.
