Born in Dartford, Kent to Basil Fanshawe Jagger, a teacher, and Eva Ensley Mary, a hairdresser, he and his younger brother grew up in a middle-class family.

He attended Wentworth Primary School in Dartford alongside Keith Richards. Four years later he passed the eleven-plus test and went to Dartford Grammar School.

The two friends lost contact with each other when they went to different schools, but reunited at Dartford railway station in 1960.
